To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-K, FG/GS-15 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is: Experience in the development and execution of the overall strategic vision of an organization. Experience working across multiple organizational elements to achieve high level agency objectives. Experience establishing, coordinating, and implementing programs or processes pertaining to complex support functions, such as: financial management, workforce and human capital management, strategic business planning, technical and foundational training, and/or information technology. Serves as the Director of Financial Services for leading a highly technical, complex organization responsible for centralized oversight and development of financial strategic programs for the second largest FAA line of business. Is the AVS technical subject matter authority for the development, publication and dissemination of financial services to support aviation safety and the demand for increased safety, capacity, efficiency, and predictability in the airspace, routes, and airports of the National Airspace System (NAS). Also, conducts complex strategic planning, fiscal trend analysis, and/or performance planning to make recommendations that impact the safety of the NAS. The Director of Financial Strategic Services reports directly to the Deputy Executive Director with respect to the functions assigned to the Office of Business Integration (ABI). Position is at the highest non-executive managerial level in a particular job category. Provides expert guidance and managerial oversight for the second largest FAA line of business and activities that implement mission strategies at the executive, HQs non-executive staffing and Regional levels. Manages the work of a large, multi-level organization typically through subordinate managers. The Director provides leadership and direction to subordinate managers, supervisors, specialists, staff managers, staff members, and contractors, representing a wide variety of disciplines and professions in a dynamic and complex environment where Aviation Safety mission and regulatory processes have national and international impact. Directs the work for multiple organizational programs and across multiple functions; monitors and evaluates performance; and manages AVS budget, travel, procurement, and workforce spending plans. Has delegated authority to take conclusive personnel and financial actions involving most subordinates. Recommends solutions, establishes, coordinates and implements policy and programs in addressing unique and/or complex issues that will impact the safety mission of the NAS and will require precedent setting and/or executive level decision-making. Supports the Deputy Executive Director, ABI-2 through: Alignment of organization resources, activities, and stakeholders with ABI mission and strategic objectives. Development of organization financial resources consistent with ABI's future needs. Fostering of a work environment and culture that emphasizes risk-based decision making, innovation, collaboration, communication, accountability, diversity, and inclusion throughout the organization. Serving on committees and workgroups, providing briefings, internal and external to FAA, representing the Deputy Executive Director. Many of these groups are highly visible agency initiatives having FAA Administrator interest. Sharing fully with the Deputy Executive Director in the overall planning, direction and oversight of the programs assigned to ABI. Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the LOB/SO, and the FAA. Provides technical and administrative direction of ABI program activities that span across all AVS headquarters, regional, and field organizations.
